November 2025 Regular Board Meeting Minutes
Monday, February 9, 2026

 

 

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Barry Ketchum at 6:30 p.m. PRESENT: Chair Barry Ketchem, Supervisors: Warren Benson & James Mahoney, Clerk/Treasurer Rachael Hawkins, Mark Erickson, and Josh Melstrom.

 

A motion was made by Warren & 2nd by Jim to approve the agenda.  Motion carried.

Correspondence received or forwarded: Couple reached out about purchasing a property on 60th.

Public comments on issues: None.

A motion was made by Warren & 2nd by Jim to approve the January Regular Monthly minutes as presented.  Motion carried.

The January financial report was presented.  A motion was made by Warren & 2nd by Jim to approve the financial report. Motion caried

A motion was made by Jim and 2nd by Warren to approve the bills to be paid in February at a total of $534,042.91.  Motion carried.

Department Reports:
Maintenance: Letters were sent about plowing snow across roads. Considering splitting the township into 3 zones for roads/signs/road maintenance needs. Updated 60th to Wilson is not Wilson St.

Clerk-Treasurer: Tax Settlements are upcoming, totals have not yet been received from the County, upcoming election on 2/17. First United Fire meeting – they are glad to have someone from Springfield attending, will be sending information about a fire inspection ordinance to be added to March meeting.

Chairman: New blades for the brush hog are $240 from John Deere
There was a dog issue – the county called Darrel and we will not be billed
Animal welfare check was called in, the issue was resolved and animals are okay

OLD BUSINESS

Building Code Change: Discussion of building permit prices – will revisit at March meeting
Josh presented suggested changes on Building Code ordinance since the last amended version – to be sent to attorney for review.
Ordinance changes along with fee changes will be presented and voted on at March meeting.

 

NEW BUSINESS

Assessor: Residents with value questions need to be at open book, Natalie is able to look at anything that was under assessed and sent a letter to a resident. Barry will work with Natalie to address concerned residents.
There are multiple residents that did not have building permits – town will be sending letters to those residents directing them to work with Josh to become compliant.

Adjournment: Warren made a motion to adjourn at 7:44pm. Jim seconded. Motion carried.
