November 2025 Regular Board Meeting Minutes

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Barry Ketchum at 6:33 p.m. PRESENT: Chair Barry Ketchem, Supervisors: Warren Benson & James Mahoney, Clerk/Treasurer Rachael Hawkins, Mark Erickson, Jess Seim, Jennifer Eidem, and Steve Eidem.

 

A motion was made by Jim & 2nd by Warren to approve the agenda.  Motion carried.

Correspondence received or forwarded: None

Public comments on issues: None.

A motion was made by Warren & 2nd by Jim to approve the December Regular Monthly minutes as presented.  Motion carried.

The December financial report was presented.  A motion was made by Warren & 2nd by Jim to approve the financial report. Motion caried

A motion was made by Warren and 2nd by Jim to approve the bills to be paid in January at a total of $395,192.31.  Motion carried.

Department Reports:
Maintenance: Truck windshield cracked and will need to be fixed, Ben Degross called to thank the town for making the roads good for the buses. Will be enclosing an area in the recycling shed to be heated.

Clerk-Treasurer: January Tax settlement checks have been mailed out – totaling $359,813.23, the town will retain $53,830.72, General Transportation Aid was also received $25,044.17
Chairman’s report: We will keep a pile of salt/sand for the town residents, spinners were added to the stop signs on 80th and 270th. Trying to connect with the tax assessor regarding questions from residents on value. Asked Josh to look at building code changes, will discuss at February meeting. We will receive $19,104 for the 2027 LRIP grant for 90th.

OLD BUSINESS

Oakwood Cemetery:
There was a burial in December, talked with Travis Jordhal about moles: $450 for the first hour of mole removal, $200 after the first hour, and any additional would be $200/hour.

Animal Control: Tabled for now, we will work with the county.

Brushing: There is roughly $1,800 left in the brushing budget after brushing was completed.

Dead tree removal from town ditches: removing dead trees has been completed, we have not received the bill yet.

Animal Waste Ordinance: A motion was made by Warren and 2nd by Jim to adopt the Animal Waste Ordinance as presented. Motion Carried.

Continued Fence Issue: Talked with both parties separately– now setting a time to meet with both. Meeting will be Thursday, January 15 at 6:00 PM.

 

NEW BUSINESS

Becky Brooke CSM:  A motion was made by Jim and 2nd by Warren to approve the Certified Survey Map for Becky Brooke. Motion Carried.

New Building Code: Tabled until the February Meeting.

Spring Clean Up: Residents mentioned having a spring and/or fall clean up.
Spring Clean up day will be May 2 from 8:00 to Noon.

Summer Garbage: Residents asked about bringing garbage on non-garbage days in the summer. Can be visited as it comes up

Adjournment: Warren made a motion to adjourn at 7:00pm. Jim seconded. Motion carried.
