December Regular Board Meeting Minutes
Monday, December 12, 2022

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Dean Fayerweather at 6:32 p.m. PRESENT: Chairman Dean Fayerweather, Supervisors: Jim Mahoney & Barry Ketchum, Clerk/Treasurer Sheri Erickson, Mark Erickson, Autumn Lindquist, Scott Oehlke and Cary Oehlke.

A motion was made by Barry & 2nd by Jim to approve the agenda. Motion carried.

Animal At Large Issue: Dean relayed what he discovered with his research on the livestock at large issue and what options there were for the township and neighbors. Township Attorney Autumn Lindquist discussed one option of neighbors getting a restraining order. After more discussion, Dean made a motion to have Autumn revise the current Town Ordinance for Domestic Livestock Running at Large and Jim seconded the motion. Motion carried.

A motion was made by Barry & 2nd by Dean to approve the Regular November minutes as presented. Motion carried.

The November financial report was read. A motion was made by Dean & 2nd by Jim to approve the report as read. Motion carried.

A motion was made by Jim & 2nd by Barry to approve the bills to be paid in December at a total of $24,293.29. Motion carried.

Clerk report: Sheri reported that there is a new Rural Mutual Insurance agent and presented building permits for November.

Date for January Caucus: A motion was made by Dean & 2nd by Jim to set the January caucus on January 9 at 6:30 pm. Motion carried.

County Aid Bridge Petition: A motion was made by Dean & 2nd by Barry to defray township’s share of cost of constructing bridge culvert on 110th Avenue. Motion carried.

WisVote Service Agreement: A motion was made by Dean & 2nd by Jim to accept the County WisVote services with the following options that provider tracks absentee activity in WisVote and the provider will print the poll books. Motion carried.
Animal Control Contract: A motion was made by Dean & 2nd by Barry to use DACS for animal control of dogs for 2023. Motion carried.

ARPA Grant Item List Update: Fireproof Filing Cabinets were delivered. A motion was made by Dean & 2nd by Jim to allocate $46,295.02 of ARPA funds to pay for ambulance and fire services expenditures in 2022. Motion carried.

Recycling/ Maintenance Report: Mark reported the culvert was not installed on 110th as the frost was too deep when the county attempted to replace it.

Chairman Report: Dean stated that dispatch will call Dean for animal control and that the board would call Darel when needed.

Public Input: None

Building Code Discussion: Board looked at samples from other township and discussed fee prices and possible changes to current ordinance.
