The April 20, 2022, Special Meeting for the Town of Springfield was called to order by Dean Fayerweather at 7:03 p.m.
PRESENT: Chairman Dean Fayerweather, Supervisors: Jim Mahoney & Barry Ketchum, Clerk/Treasurer Sheri Erickson, Mark Erickson

A motion was made by Barry & 2nd by Dean to approve the agenda. Motion carried.

ARPA Revenue Loss Election: Dean and Sheri presented their understanding of the ARPA standard allowance Loss Revenue election. Motion was made by Barry & 2nd by Jim to claim the standard allowance loss revenue when the April 30th ARPA-SLFRF report is filed.

Rural Mutual Insurance Discussion: A recap of the Rural Mutual presentation was made. Motion was made by Dean & 2nd by Barry to stay with Rural Mutual Insurance Company with the four suggested policy changes. Motion carried.

Building Inspector Presentation: A recap of Josh Melstrom presentation was discussed. Motion was made by Dean & 2nd by Jim to hire Josh Melstrom as the township’s building inspector. Motion carried.

BIL Discussion: Dean discussed what he found about the BIL from the webinars her viewed and other sources of information. Motion was made by Dean & 2nd by Jim to deny the BIL grant money at this time. Motion carried.

IoH Permit: Discusson about the IoH permit procedures. Motion was made by Dean & 2nd by Jim to approve IoH the routes provided by Brent Wink. Motion carried.

Seasonal Parttime Help wages: Discussion on wage options for parttime help. A motion was made by Dean & 2nd by Barry to table seasonal parttime wages decision. Motion carried.

Clerk Extra Hours Wage Discussion: Sheri asked for clarification on several items on job duties and wage amount for tasks outside normal duties. Motion was made by Dean & 2nd Jim that the clerk would receive standard clerk hourly rate of $19.23 for any hours over 20 per week and overtime rate for hours over 40 per week. Motion carried. Motion was made by Dean & 2nd by Barry that the standard clerk hourly rate would apply for elections, training, meetings plus mileage. Motion carried.

Recycling/ Maintenance Report: Mark presented the road survey and tentative road plan for 2022 which includes 3 miles of seal coating, three culverts and four culvert patches, 3.5 miles of crack fill and spray patching.

Chairman Report: none

Clerk report: Sheri asked for clarification for invoicing terms and interest rate.
