Wednesday, July 13, 2022, Regular Meeting Minutes

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Dean Fayerweather at 6:36 p.m. PRESENT: Chairman Dean Fayerweather, Supervisors: Jim Mahoney and Barry Ketchum, Clerk/Treasurer Sheri Erickson, Mark Erickson, Jim Elsbury and Martha Erickson

 

A motion was made by Dean & 2nd by Jim to approve the agenda after moving Hall Office Bids to after approve June minutes.  Motion carried.

A motion was made by Dean & 2nd by Barry to approve the Regular June minutes as presented.  Motion carried.

Opening of Town Hall Office Bids: Jim Elsbury discussed the bid procedure for townships projects. A motion was made by Barry and seconded by Jim to accept the Town Hall Office Project bid submitted by Mitchell Erickson.

The June financial report was read.  A motion was made by Dean & 2nd by Barry to approve the report as read.  Motion carried.

A motion was made by Barry & 2nd by Jim to approve the bills to be paid in July at a total of $29,285.54. Motion carried.

Clerk report: Sheri expressed that she would like some clarification on the building codes and permits.

Record Retention Ordinance: Sheri explained that there was no record retention policy that she could find and therefore, no records could be shredded until one was in place. She explained the Wisconsin Historical Society policy that the township could adopt. Dean made a motion to Opt In to the WHS Notification of General Records Schedule Adoption and 2nd by Jim. Motion carried. Barry made a motion to purchase a micro-cut shredder, not to exceed $100 and 2nd by Dean. Motion carried.

September Clean Up Day: The township cleanup day will be Saturday, September 17 from 8 am to noon. Dean made a motion and 2nd by Jim to send out postcards to residents about the clean up day fees. Motion carried.

ARPA Plans: Sheri presented a running total sheet of the money spent and currently allocated for the ARPA funds. She also mentioned that there were desks that would work for the office currently on sale as part of Prime Day. Barry made a motion to purchase the four office desks and 2nd by Dean. Motion carried.

Recycling/ Maintenance Report: Mark stated that chip sealing was done. Spray patching was nearly completed by the county. The first pass of ditch mowing was almost complete.

Chairman Report: Dean heard back from Kris Poston that the township does not have to collect oil, batteries, or fluorescent bulbs. Dean discussed open meeting law.

Public Input:  Comment was made on Hersey’s 3rd Annual Day.
