Special Board Meeting Minutes
Wednesday, October 1, 2025
The SPECIAL MEETING for the Town of Springfield was called to order by Barry Ketchum at 5:30 p.m. PRESENT: Chair Barry Ketchum, Supervisors: Warren Benson & James Mahoney, Clerk/Treasurer Sheri Erickson, Deputy Clerk/Treasurer Rachael Hawkins, Mark Erickson & Tammy Erickson.
A motion was made by Warren & 2nd by Barry to approve the agenda. Motion carried.
Correspondence: Barry stated he had none. Sheri commented that she wasn’t receiving all clerk emails from Barry.
Public Input: Tammy asked Barry what vision he had for the township in 1 year and in 5 years. Also questioned why the rush in the clean up of the town hall. She also expressed the lack of concern by the board when Mark was in the ICU.
Sheri commented on the agenda item about placing gates at the town hall and some of the issues that it would present.
Excavation work around the town hall:
There was discussion about the three areas of excavation work at the town hall.
Motion was made by Jim to add 5 inches of 2-inch gravel 3 feet around the new shed and grade with black dirt with the contractor supplying the gravel. Warren seconded the motion. Motion carried.
A motion was made by Warren to get bid to correct the standing water issue by the hall to get the water to flow to the east grassy area and include gravel in front of shop and other gravel as needed. Motion seconded by Jim. Motion carried.
Barry made a motion to form a crown on the south driveway and add gravel as needed. Jim seconded the motion. Motion carried.
Sealed bids need to be returned before October 13, 2025.
Cement bunkers and placement:
There was discussion of adding cement bunkers to contain the gravel pile.
A motion was made by Warren for one layer of concrete blocks not to exceed $2,000 delivered and set. Jim seconded the motion. Motion carried.
Jim made a motion to place the bunker on the east side of the well head. Warren seconded the motion. Motion carried.
Quoting out dead tree removal from town ditches:
Jim made a motion to get bids for an 8-hour day to remove trees from ditches as directed by the board and with assistance of the town board members. Warren seconded the motion. Motion carried.
Disposition of used & unused culverts, box end, drum of oil, and scrap steel:
Warren made a motion to sell used culverts as scrap metal. Jim seconded the motion. Motion carried.
Barry made a motion to dispose of the partial 36” culverts by whatever means. Motion seconded by Warren. Motion carried.
Jim made a motion to scrap the remaining metal. Warren seconded the motion. Motion carried.
Placing poles and adding gates at end of the driveways:
Warren made a motion to replace the poles at the end of the driveways with good poles we have on hand. Jim seconded the motion. Motion carried.
Carrying the 2025 County brush cutting bill into the 2026 fiscal year:
There was a discussion to have the county continue brushing after the current year budget was exhausted and to defer payment until next year.
A motion was made by Jim for the county to continue brushing for another $10,000 and to pay the county in the next year. Warren seconded the motion. Motion carried.
Warren made a motion to adjourn the meeting. Seconded by Barry. Meeting Adjourned at 6:30 pm.
