September 2025 Regular Board Meeting Minutes
Monday, September 8, 2025

 

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Barry Ketchum at 6:30 p.m. PRESENT: Chair Barry Ketchum, Supervisors: Warren Benson & James Mahoney, Clerk/Treasurer Sheri Erickson, Deputy Clerk/Treasurer Rachael Hawkins, Keith Kromrey, Scott Oehlke, and Bill Reusch.

 

A motion was made by Jim & 2nd by Warren to approve the agenda.  Motion carried.

A motion was made by Warren & 2nd by Jim to approve the August Regular Monthly minutes as presented.  Motion carried.

The August financial report was presented.  A motion was made by Jim & 2nd by Warren to approve the report as presented.  Motion carried.

A motion was made by Warren & 2nd by Jim to approve the bills to be paid in September at a total of $99,407.07.  Motion carried.

Fencing Issue:
Keith Kromrey explained the issue he was having with a fence with his neighbor. The board stated that it was not an issue the board could do anything about.

Oakwood Cemetery:
Jim made a motion to purchase a new cemetery sign from Bill Reusch. Motion seconded by Warren. Motion carried.
Warren made a motion to deny removal of large pine tree and seconded by Jim. Motion carried.
Quote of $100/hr from Pat Lyons to straighten headstones was presented.
Warren made a motion to spend $500 for Pat Lyons to straighten headstones and seconded by Jim. Motion carried.

LRIP Grant:
This is a LRIP Grant year with application due probably 11/15/25 so will need to determine which road if the board wants to apply for a grant.

PASER & WISLR Reports:
PASER report is due December 15 and WISLER due by October 17.
Jim made a motion to recommend that the county does the PASER report this year and Warren seconded the motion. Motion carried.

Road Signs:
Warren made a motion to purchase required signs as needed for the township. Seconded by Jim. Motion carried.

Animals at large and citations:
Recent incidents involved goats, 2 dogs and a cow.

Fall Brush Cutting:
Jim made a motion to hire the county’s arm cutter on the intersections first and then the skidsteer cutter up to $11,000. Warren seconded the motion. Motion carried.

Driveway/Parking lot Grading & Shed Area Gravel:
One bid received so far for grading work.

Old Plow Truck:
A motion was made by Jim and seconded by Barry to get rid of the old plow truck and place a listing on WI Government Surplus site. Motion carried.

6S (fall cleaning around town hall):
Barry requested two special meetings for cleaning at the town hall on Wednesday, September 10 starting at 5:30 pm and Saturday, September 13 starting at 8 am.

2026 Budget Items Discussion:
Need to get budget items by next meeting.

Email .gov Grant:
Rachael reported on the quote she received for converting to .gov email. Grant is up $600, but would not cover entirely of the expense for migrating and yearly costs would be more so more cost effective to keep email as it is and purchase Microsoft license.

Clerk Report:
Nothing new to report.

Maintenance/Recycling/Cemetery Report:
Some maintenance needing to be done are snow clips on the town hall building and the tractor repair.

Barry mentioned that when the waste bags run out that maybe the town should switch to a punch card system.

Chairman Report:
Barry mentioned the upcoming cleanup day on Saturday, September 20 from 8 to noon.
Also Larson cows are out again.

Public Input:
None

Closed Session:
Motion made by Jim to go into Closed Session pursuant SS 19.85 . Motion seconded by Warren. Roll call Barry – Yes,   Jim – Yes,  Warren – Yes. Motion carried.

 

Reconvene from Closed Session:
Motion made by Barry to return from Closed Session pursuant SS 19.85 . Motion seconded by Warren. Roll call Barry  – Yes,   Jim – Yes,  Warren – Yes. Motion carried.

Barry made a motion for the 2026 salaries to be $23,000/year for Clerk/Treasurer Rachael Hawkins, $25/hr for Sheri Erickson, and $23/hr for Jessie Seim and Mark Erickson. Jim seconded the motion. Motion carried.
