February 2024 Regular Board Meeting Minutes
Monday, February 12, 2024

 

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Dean Fayerweather at 6:31 p.m. PRESENT: Chair: Dean Fayerweather, Supervisors: Barry Ketchum & James Mahoney, Clerk/Treasurer Sheri Erickson, and Mark Erickson.

 

A motion was made by Barry & 2nd by Jim to approve the agenda.  Motion carried.

A motion was made by Barry & 2nd by Jim to approve the January Regular Monthly minutes as presented.  Motion carried.

The January financial report was presented.  A motion was made by Dean & 2nd by Jim to approve the report as presented.  Motion carried.

A motion was made by Dean & 2nd by Barry to approve the bills to be paid in February at a total of $609,460.47. Motion carried.

 

Clerk report:
Building Permits report provided.
Sheri reported the public test is tomorrow at 11 and the election next Tuesday

Deputy Clerk/Treasurer Discussion:
There was a discussion on the need for a deputy clerk if something would happen to Sheri and to take some of the load during the heavy periods.
How to recruit someone that would be interested in the deputy clerk position was also discussed.
Dean made a motion to table the deputy clerk discussion. Jim seconded the motion. Motion carried.

Recycling Shed Garage Door Hired Installation:
Dean made a motion to hire Hadin DeSmith at $450 to install the new garage doors on the recycling shed. Jim seconded the motion. Motion carried.

State Culvert Survey:
Sheri and Mark discussed the webinars they viewed on the state culvert survey and that WTA recommended towns don’t perform the inventory themselves.
Dean made a motion to look at an outside entity to perform the culvert inventory. Jim seconded the motion. Motion carried.

Road Weight Ban Variance:
The board reviewed the letter received from Waste Management asking permission to operate on the roads during road weight limit bans.
Dean made a motion to allow Waste Management to exceed the posted road ban weight limits on all Springfield township roads. Jim seconded the motion. Motion carried.

Cemetery Ordinance:
Completed cemetery ordinance was presented.
Barry made a motion to approve the 2024-001 Town of Springfield Cemetery Ordinance. Jim seconded the motion. Motion carried.

Permit / Zoning Violations Discussion:
Dean reported on the meeting held with corporate council and help from county was less than previously anticipated.
Town will likely need to give 30-day notices to those in non-compliance and followed by legal action to be taken if not corrected.
Dean had a list of parcels without sanitation permits.
Dean will work with Autumn on how the town needs to proceed.

Recycling/ Maintenance Report:
Mark reported no issues.

Chairman Report:
Dean reported he had contacted a trooper for road weight violations on posted roads.
Also he is looking into ordinances on diapers for buggies.
