July 2023 Regular Board Meeting Minutes
Monday, July 10, 2023

 

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Dean Fayerweather at 6:31 p.m. PRESENT: Chair: Dean Fayerweather, Supervisor: James Mahoney, Clerk/Treasurer Sheri Erickson, Mark Erickson, Holly Bloom, Linda Kuhn, Robert Kuhn and Judy Prinsen.

 

A motion was made by Jim & 2nd by Dean to approve the agenda.  Motion carried.

A motion was made by Dean & 2nd by Jim to approve the June Regular Monthly minutes as presented.  Motion carried.

A motion was made by Dean & 2nd by Jim to approve the June 26 Special minutes as presented.  Motion carried.

The June financial report was presented.  A motion was made by Dean & 2nd by Jim to approve the report as presented.  Motion carried.

A motion was made by Jim & 2nd by Dean to approve the bills to be paid in July at a total of $21,761.56. Motion carried.

Clerk report:
Building Permits report provided
Sheri stated there was Using PASER Training Class in August

Liquor Licenses:
A motion was made by Dean & 2nd by Jim to table approval of operator license until training certificate is provided.   Motion carried.

September Clean Up Day:
Clean up day will be September 16 from 8 am to noon.
A motion was made by Dean & 2nd by Jim to order three 30 yard dumpsters, plus one for appliances and one for metal and to check on metal prices.  Motion carried.

Oakwood Cemetery Burial Fees:
A motion was made by Dean & 2nd by Jim to table burial and plot discussion.  Motion carried.

Bloom Business Plan: Holly Bloom presented their Celebration of Life Sanctuary business plan which they hope to proceed with somewhere in St. Croix County.

ARPA projects update:
Mini-split A/C for office/hall. Paul from A.M. Heating & Cooling coming Friday morning to look at project. Will get estimate from Halversons also.

 Propane Pre-buy Contract: Northwoods Propane pre-buy contract is 1.629.  Had 1000 gals last year.
A motion was made by Dean & 2nd by Jim to purchase 1000 pre-buy gallons from Northwoods Propane.  Motion carried.

Recycling/ Maintenance Report:
Mark reported he had one more day of mowing the first pass.
Chip sealing will be done on 110th and 60th. Spray patching will resume.

Sheri presented the survey results from the last recycling day.

Chairman Report:
Meeting needed with Autumn on ordinance citation and transferring cemetery title and funds.

Public Input:

Robert asked if cemetery mowing will be outsourced or in-house. Will be in-house for now.
Question on mobile home not anchored down.
