February 2023 Regular Board Meeting Minutes
Monday, February 13, 2023
The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Dean Fayerweather at 6:32 p.m. PRESENT: Chairman Dean Fayerweather, Supervisors: Jim Mahoney & Barry Ketchum, Clerk/Treasurer Sheri Erickson, and Mike Snyder.
A motion was made by Barry & 2nd by Jim to approve the agenda. Motion carried.
A motion was made by Barry & 2nd by Jim to approve the Regular January minutes as presented. Motion carried.
A motion was made by Dean & 2nd by Jim to approve the Special January 25 minutes as presented. Motion carried.
Recycling/Waste Center Temporary Help: A motion was made by Dean & 2nd by Barry to hire Jackson Halbach for temporary recycling help. Motion carried.
Oakwood Cemetery Discussion: Mike Snyder stated that the Oakwood Cemetery board has folded and that the cemetery needs to be transferred to the township. There are some funds in bank accounts. Need to investigate steps to be able to properly transfer ownership and management of the cemetery.
The January financial report was read. A motion was made by Dean & 2nd by Barry to approve the report as read. Motion carried.
A motion was made by Dean & 2nd by Jim to approve the bills to be paid in February at a total of $472,515.31. Motion carried.
Clerk report: Sheri mentioned election will be next Tuesday, no new building permits, and she was starting to get the materials ready for auditor.
Domestic Livestock At Large Ordinance review: Ordinance was reviewed and suggested changes will be forwarded to the attorney.
Citation Ordinance Discussion: Board reviewed the current citation ordinance. A motion was made by Dean & 2nd by Jim to table to a later date. Motion carried.
Building Code Ordinance: A motion was made by Barry & 2nd by Jim to approve the amended 2022-004 Ordinance Building Code. Motion carried.
Building Permit Fees and Procedures Discussion: Current building permit fees were discussed. A motion was made by Dean & 2nd by Barry to increase the new home permit to $500 and mobile home permit to $250. Motion carried.
A motion was made by Barry & 2nd by Jim to have Josh Melstrom handle all building permits. Motion carried.
Electrical Inspection Agency: A motion was made by Dean & 2nd by Jim to become an Electrical Inspection Agency. Motion carried.
Road Damage Deposit Ordinance Discussion: Some samples of road damage ordinances were presented. A motion was made by Dean & 2nd by Jim to table to a later date. Motion carried.
Recycling/ Maintenance Report: Dean reported on Saturday’s recycling day and update on Jess snowplowing.
