January 2023 Regular Board Meeting Minutes
Monday, January 9, 2023
The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Dean Fayerwather at 6:42 p.m. PRESENT: Chairman Dean Fayerweather, Supervisors: Jim Mahoney & Barry Ketchum, Clerk/Treasurer Sheri Erickson, Mark Erickson, Jess Seim, Lee Seim, Tom Leque, Nick Mahoney and Bryce Fayerweather.
A motion was made by Barry & 2nd by Jim to approve the agenda. Motion carried.
A motion was made by Dean & 2nd by Barry to approve the Regular December minutes as presented. Motion carried.
The December financial report was read. A motion was made by Dean & 2nd by Jim to approve the report as read. Motion carried.
A motion was made by Jim & 2nd by Dean to approve the bills to be paid in January at a total of $342,927.74. Motion carried.
Clerk report: Sheri presented building permits from December and stated that all outstanding invoices have been billed to residents.
Snow Plowing update: Over $12,000 has been spent for snowplowing so far. We would have to pay the county overtime for holiday or outside normal working hours.
A motion was made by Barry and seconded by Dean to post a part-time snowplow driver. Motion carried.
Domestic Livestock At Large Ordinance review: Comments were presented on the changes drafted by Autumn on the ordinance. Issues were brought up with enforcement of ordinance with needing citation and how citation are carried out. May be possible to hire county deputies to handle citation on a need as basis. Reviewed civil restraining order method.
Building Code Ordinance review: Dean reviewed the changes he and Josh had made on the building code ordinance. Discussed having Josh issuing all building permits including the permits currently issued by the clerk. Dean presented samples of road damage ordinance.
Recycling/ Maintenance Report: None
Chairman Report: Dean mention needing coverage for the recycling shift while Mark is out.
