2020 December Meeting Minutes

Monday, December 14, 2020 – Regular Meeting

The REGULAR MONTHLY MEETING for the Town of Springfield was called to order by Chairman Dean Fayerweather at 6:30pm. PRESENT: Steve Dougherty, Paul Berning, Warren Benson, Mark Erickson, Amber Rykal, Chairman Dean Fayerweather, Supervisors Jim Mahoney & Barry Ketchum and Cl/Tr Vicky Benson

A motion was made by Barry & 2nd by Dean to approve the agenda with the correction that #6 Amy Covington was removed as she was not able to make it.  Motion carried.

A motion was made by Dean & 2nd by Jim to approve the November minutes as read.  Motion carried.

The financial report was read.  A motion was made by Dean & 2nd by Jim to approve the report as read.  Motion carried.

A motion was made by Dean & 2nd by Barry to approve the bills to be paid in December at a total of $7942.75. Motion carried.

Steve Dougherty from Monarch Paving gave us an update on the Hwy 170 project.  The project would start after restrictions are lifted in the Spring and has an end date of October 15, 2021.  Debate is still ongoing on where they will be placing the quarry.  Could be in St. Croix or Dunn.  They will need a Conditional Use Permit from us if in St. Croix.  Can contact Steve if we need any additional information at 715-501-8232.

Discussion to hire Darel Hall as Animal Control Officer for Dogs & Cats per his annual contract presented.  A motion was made by Barry & 2nd by Jim to approve the services offered.  Motion Carried.

A motion was made by Dean & 2nd by Barry to adopt Resolution #2020-03 Setting fees for Commercial Building Permits. Motion Carried.

A motion was made by Dean and 2nd by Jim to approve the 2021-2022 Memorandum of Understanding Relating to Wisvote Service with St. Croix County.  Motion Carried.

A discussion to have Barry purchase the old laptop for the price of $100.00 was presented.  A motion was made by Dean & 2nd by Jim.  Motion Carried.

Recycling/ Maintenance Report: Mark reported that brush cutting will start soon. Some spray patch work was completed on 280th and there is more to be done.  Dean and Mark attended the recycling zoom meeting.

Chairman Report: Dean informed the board of the occurrences that have happened with a resident.  Dean will be calling a special board meeting for any future discussions with this resident. Dean also spoke about a web page or facebook page for infomational purposes.

Public Input: Paul Berning is purchasing 3047 80th Ave, Wilson, WI.  Looking for support to get it zoned for wedding venue with small cabins for lodging, inside storage, fall festival area.  It was suggested he start talking to Zoning committee and to keep us in the loop.  We asked him to keep us updated and let us know if/when he needs to be put on the agenda. Warren Benson requested a look into a web page.  Mark will talk with contact on a rate for one.
